In the middle ages, though tamil was flourishing, Sanskrit was teh language of the elite, even among some of the tamil kings, like the Pandyas, cholas. The ruling class knew the importance of both, but they used Sanskrit for the administration mainly. Even in the inscriptions dating to that day, you can find both the languages.
